some 50,000 individuals to serve their time locally, and these offenses that we were talking about here are currently in the list of offenses that were to be served in county jails now. and if the notion here is to provide services and treatment to these individuals from a practical point of view, and i lean heavily on my experience as a misdemeanor prosecutor for all those years when we did possession offenses, when we tried many, many under the influence offenses, especially heroin, i don't see that under the current system that reducing these penalties from felony to misdemeanor is going to have any incentive for this population to obtain treatment. i also do not agree that under this measure that locally there will be additional moneys available for treatment. i noticed in the list of supporters for senator leno's measure, it's heavily supported by people in the treatment community. i think that that's great because we all understand that treatment does work. treatment in these forms of addiction will help these people get on track because they are broken. i think there is a general

looking to do is think about the concept of a local node, how as to capture things on a smaller scale and capitalize on activities that are happening, or create a local node as a bit of a driver. for street light zones one of the key things we're looking to do is integrate place making and capitalize and enhancing the district character. this multi-use zone will invite diverse public life, create some continuity along the street, and promote opportunities for integration of walking, bicycling, and public transit. we've identified two types of nodes along the corridor. one is a connector. this is the more linear type of street light zone where you may not want to invite as much activity as a node per se, but where activity is happening. so it's providing moments or spaces for people to congregate. this example shows financial district type of example, where you have a lot of people outside, doing business, meeting friends, maybe recreate some seating, and some areas for people to congregate in the outside. the node is really more robust meeting place or a place where we're capita

san francisco is a major cash cow for local government. they raise close to $200 million in revenue from parking here and the variable meters in my opinion is just another gimmick. it parks close to $6 an hour to park at a meter on any given day it's ridiculous. i am opposed to the variable rate meters and would take the residential permit one step further and allow those people to be allowed to use the parking permits to park on meters in shopping areas so i would propose that i am definitely opposed to send meters and saturday meters. it's a deterrent to patronizing small business. >> okay. the resulting economy has resulted in internet base for short term rentals and many of the rentals are illegal and the hotel tax is not collected. should the city legalize some or all of the arrangements and collect a hotel tax and we will begin with you -- i will be glad to repeat the question. >> i honestly don't know how you would enforce a law like that. of course everyone should pay their fair share but i don't know how you could enforce that. i believe we should standardize the inlaw unit

building permit, and forced by the local building requirements. it says all new buildings have to be totally accessible. it also says that new buildings when you do an alteration course have to be accessible when you do a project. there's a big difference between a big project and a little project. a big project is going to be not as accessible as a new building, but a smaller project actually has a smaller level of access required in the california building code. you might think that because you got a building permit that that means that everything is good and you are complying with the ada, but it is actually the difference in the building code because its is even if you have an existing building and have not done any improvements to that building, that you still have a continuing obligation to be going through your business and building and taking constructive steps to remove the barriers. the ada gives us some guidance on that. readily achievable says it can be done quickly and easily without a whole lot of steps. feasible means that it may require a lot more money, a lot more al
